District Town and Country Planning Vellore District
Aims/goals of the Department
To provide effective land development plans with adequate infrastructural facilities for a conductive living environment required for the society. This is achieved by integrating the physical, economic as well as social planning for the diverse conditions viz., physiography, pattern of urbanisation, traditional practices, socio-economic equalities etc., prevalent in different parts of the towns and villages.
- To achieve socio-economic development of the state through systematic development and regulation of growth of urban and rural areas of the State through Master Plans/New Town Development Plans and Detailed Development Plans.
- To arrest the rural migration to cities and towns by rural-urban integration through Regional Plans
- To preserve the historical, heritage and tourism important places in the state.
- To protect environmentally and ecologically sensitive areas of the state.
Preparation of Plans
This department prepares and implements the statutory plans viz., Master Plan, New Town Development Plan and Detailed Development Plan for the planning areas under Tamil Nadu Town and Country Planning Act 1971. In addition to these special plans like heritage town development plans having historical, cultural, archeological and tourist importance and traffic improvement plans have been prepared and implemented through local bodies by extending funding assistance as grant from Town and Country Planning Development Fund.
(a) Regional Plan
The importance of regional planning was first stressed at Governmental level by the Housing & Regional Planning Panel (1955) of the Planning Commission. The objectives of balanced regional development was sought to be achieved through industrial location policy as “through balanced and coordinated development of industrial and agricultural economy in each region, the entire country can attain higher standard of living”. In Tamil Nadu the state has been demarcated into eight regions taking into factors like geographical boundary, resource base, market potential and facilities, population threshold etc. Identification of growth poles, growth centres, service centres and proposal for development of transportation and communication network, provision of regional level facilities, conservation of flora and fauna, historical and heritage sites and constitution of regional planning authority to prepare and implement regional plan for the above causes are under process.
(b) Master Plan/New Town Development Plan
Master Plan/New Town Development Plan is a land use plan prepared for towns with regulatory guidelines to ensure orderly development of the planning area. In the broader sense, it aims at land use regulations and provision of effective road network, fixing alignment of bye-pass roads, ring roads etc. It involves a continuous process like deriving, organizing and presenting a broad comprehensive programme for urban development and renewal. It is designed to fulfill local objectives of the physical well being and also indirectly including social, economic aspects considering both the immediate need and those of foreseeable future. The development is regulated according to the Master Plan/ New Town Development Plan prepared for the particular town, which paves way for fair development of the town improving the quality of life of the urban populace. This department has so far prepared Master Plan/New Town Development Plan for 123 towns including all corporations except Chennai, all Municipalities except for 50 newly upgraded Municipalities and certain town panchayats. Review of these plans is taken up once in five years.
(c) Detailed Development Plan (DD Plan)
These are the micro level action plans that are in conformity with the master plans (macro level) prepared for areas vulnerable for rapid development. The plan contains zoning of land in detail for specific land use, infrastructural facilities like park and play fields, small link roads, roads for proper traffic circulation, public purposes, commercial and industrial areas etc., to facilitate a balanced development within the ambit of the Master Plan.
Planning permissions
The Town and Country Planning Act 1971 under section 2(b) of 49 requires that any one who wants to develop any land or building should take a planning permission before commencement of the development work. Section III provides that when a permission has to be taken under this Act is not taken then the development will be unauthorised even if a permission or licence is taken under any other law. This means that planning permission is a prerequisite for any development. When the Local bodies are delegated with powers to issue planning permission, the planning permission and building licence can be issued simultaneously. In case of issue of planning permission is retained with Local Planning Authority, building licence or any other licence should be issued by local body only after planning permission is issued by Local Planning Authority.
The Local Planning Authority after issuing planning permission send the plan to the local body for issue of licence made under Local bodies Act.
The following are the usual cases in which planning permissions are sought by citizens wishing to undertake development:
- Layouts, including modifications of existing Layouts
- Sub-division of house-sites
- Building of any nature, including modifications
- Variations to existing land use
About us
The District Town and Country Planning office Vellore District consists of planning area declared under Town and Country planning Act 1971 which consists of
1.Vellore composite local planning authority and
2.Gudiyatham single local Planning authority
other than the above planning area the rest of the district is covered under non planning area.
For Planned Area – | Reclassification from existing land use (for non compatible land uses ) to proposed land use should be obtained from the Government.

For Non Planned Area- | 1. In case of wet lands- NOC should be obtained from the District Collector
2. In case of dry Lands- NOC should be obtained from Joint Director of Agriculturae . |
Vellore Composite Local Planning Authority
For Vellore Local Planning Area,The Master plan has been approved under section 28 of the Tamilnadu Town and Country Planning Act 1971 vide G.O M S No.399 Housing and Urban development (UD 4-2) Department Dated : 29.06.1992. And the Vellore Modified Master plan has been approved vide G.O.MS No.49 ,Housing and Urban development (UD 4-2) Department Dated : 25.02.2011 .
Vellore Local Planning Authority has been constituted by the Government of Tamilnadu vide G.O.Ms.No.759 H & UD Dept dt/01.09.93 with the present composition of chairman and the member-secretary and other members appointed by the government under the provision of section 11(3) of the Tamilnadu Town and Country Planning Act 1971 with the District collector as chairman and the Regional Deputy Director of Town and Country Planning,Vellore region as the Member secretary.
Since the vellore regional area has been reconstituted as District offices,the Joint director of town and country planning is the member secretary of the vellore local planning authority.
